First of all, some of you may not know of the Coast Guard Logistics Information Management System (CG-LIMS). CG-LIMS is a big piece of the Logistics Transformation project and Modernization. It is the future logistics IT system. Currently, the Coast Guard is using the Asset Logistics Management Information System (ALMIS) to support transformation, but for the future of the Coast Guard we need something a little more high-tech, using new technologies which relieve the field of some manual or redundant work. CG-LIMS will be based on Configuration Management, Maintenance driven Supply, and will allow for Total Asset Visibility – three of the four cornerstones of the business model. The CG-LIMS Integrated Process Team (a team of experts from various disciplines, grades, enlisted, and commissioned ranks, throughout the Coast Guard) has documented the desired processes and requirements, developed a Mission Needs Statement and a preliminary Operational Requirement Document (pORD) – not small tasks. These documents are foundational to any acquisition. Now, a second team is working on documenting a Concept of Operations (CONOP) and developing a full ORD. The CONOP and ORD are also foundational acquisition documents describing what is required and how it is expected to be used in operations. CG-LIMS isn’t going to change the high level processes of the aviation business model; that model was chosen for its success. We do intend to improve some of the lower level processes so that we can have an integrated IT tool for ALL of our logistics communities (Aviation, Surface Forces, Shore Infrastructure, C4IT and Personnel).
Right now, CG-LIMS is in the very early stages of the acquisition process, which will take place in small increments. Up first, we will replace the Asset Computerized Maintenance System (ACMS) component of ALMIS, which will immediately integrate with the Electronic Asset Logbook (also part of ALMIS). This piece of the acquisition will be the foundation of CG-LIMS, and provide improved integration to future internal components of CG-LIMS, Future increments of CG-LIMS will deliver supply chain, technical data management tools, and will be integrated to current and future financial systems.

Coast Guard Modernization is realigning the current geographically-based mission support organization around personnel service and asset product lines under a future Deputy Commandant for Mission Support (DCMS). The five DCMS logistics and service centers’ future product lines will manage readiness of the Coast Guard’s personnel, ships, planes, buildings, and information technology based on the new Coast Guard Logistics Business Model. DCMS Leaders hope to share and discuss the way ahead.
